The NFQ has a legislative role to maintain, develop, implement and review the Irish NFQ levels described in terms of the general NFQ indicators of an individual’s knowledge, skills and abilities. Learning outcomes are typically used to define competency framework levels, set competency standards, describe programs and courses, guide curricula, and define assessment specifications. Learning outcomes are also influenced to some extent by teaching methods, learning environment and assessment practices. At the European level, in both the Bologna and Copenhagen processes, learning outcomes are seen as the “glue” that binds different policy initiatives and instruments. The use of learning outcomes is also seen as contributing to the expansion of education systems, for example facilitating links between vocational and academic programmes. There is no single way to define and record learning outcomes; The approach should reflect the specific purpose and context. In recent years, learning outcomes have been seen as a means of increasing the transparency of competences in general and of reducing barriers to transfer and development across institutional and national boundaries in particular. Using learning outcomes reveals a way of looking and thinking. The emphasis is always on the student and what they need to know, be able to do and understand. When writing learning outcomes—regardless of objective or level of detail—the student is always at the center. Bloom’s taxonomy, as mentioned earlier, is one of the most important theoretical factors that consider learning outcomes and progress in science. The first iteration of the taxonomy (Bloom et al., 1956) marked a hierarchical category of cognitive learning, moving from basic (knowledge and understanding) to increasingly complex skills (using, analyzing, synthesizing and evaluating concepts, processes, procedures, and rules).
