National Qualifications Framework South Africa – South Africa uses the National Qualifications Framework (NQF), which sets benchmarking requirements and targets for all levels of the education system. Launched in 1995, the framework initially consisted of eight levels. Two were added in 2008, so there are now 10 degrees in total. These levels are closely related to every stage of education in the country. Each level corresponds to a “level description” that summarizes the specific range of competencies achieved at each level.

The National Qualifications Framework lists the minimum credits required to award each level of degree or qualification. One credit is defined as 10 “conceptual” work hours. On average, a week means about 40 conceptual work hours.
Typically, college programs require 30 weeks of full-time study per year. Postgraduate programs, such as master’s and doctoral degrees, require 45 weeks of full-time study per year.
NOTE: Although there is a minimum credit requirement, each university is allowed to set its own curriculum, which may exceed the minimum.

The South African Qualifications Authority (SAQA) is a statutory body regulated under the National Qualifications Framework Act 67 of 2008.
It consists of 29 members appointed by the Minister of Education in consultation with the Minister of Labour. SAQA undertakes to oversee the development and implementation of the National Qualifications Framework (NQF) in accordance with legislation.
The NQF is a framework, meaning it defines the boundaries, principles and guidelines that provide the vision, philosophical framework and organizational structure for building a qualification system. Detailed development and implementation will be done within these limits. All education and training in South Africa fits within this framework.

In October 1995, the South African Qualifications Administration Act (No. 58 of 1995) was promulgated to create an authority whose main task was to create the National Qualifications Framework (NQF). The institution was launched in May 1996.
National Qualifications Framework
The NQF was reviewed in 2001, after which the SAQA Act 1995 was replaced by the National Qualifications Framework Act (No. 67 of 2008). The mandate remained in place and so did the updated NQF.
SAQA also has the authority to assess foreign educational qualifications to determine equivalency in South Africa. Individuals with foreign qualifications who wish to study in South African educational institutions or enter the South African labor market apply to SAQA for an assessment of their qualifications.
